Site prep is the whole sequence: get in, clear, strip topsoil, cut the pad, handle the water and leave a site the next trade can work on.
The access road is the part most often underestimated. A site a loaded concrete truck cannot reach is not a prepared site, whatever the pad looks like.

Cut the pad
Excavated and compacted to the elevation the plans call for.
